                   Pacific Mini Sprint Association

 The Pacific Mini Sprint Association (PMSA) is organized as an organization to promote, sanction, and administer professional mini sprint car racing in the    best interests of drivers, car owners, and the spectating public. The purpose of the rules is to provide for the safety of the drivers, pit persons, and spectators; assure each participant a fair decision when disputes arise; and to improve the caliber of PM SA events in particular and automobile racing in general.

Car rules can only be amended by a 2/3 vote of the eligible racers. An eligible racer is a racer that has raced in at least one PMSA event. Car owner or car driver may vote, but only one vote per car is allowed. Rules to be changed or amended at a meeting other than the annual rules meeting must require a 2/3 yes vote of all registered vehicle representatives. (i. e., if 30 vehicle representatives are present, then a yes vote of 20 or more is needed to pass. If an amendment or motion receives 19 yes votes, 0 against and 11 abstaining from voting, the motion fails because of lack of 2/3 approval.)

1.                  Dues are $25.00 per year per member. Dues shall be levied by the members. No points will be awarded until dues are paid.

2.                  Any person whose dues are not paid will have no privileges of membership, regardless of his/her status in the past. Any prior fines must be paid before competing.

3.                  Payoff for car owners and drivers are subject to deduction of fines or other sums due to PMSA.

4.                  Associate members are encouraged, but have no voting rights. Dues are $15.00 per year.

5 .      Voting rights are reserved for full membership of PMSA.

6.                  Any member may be expelled from the Association for unprofessional conduct or conduct detrimental to the Association. No expulsion shall occur until the member has been provided with at least a 20 day written notice prior to a hearing before a 2/3 majority of the Board of Directors and afforded an opportunity to be heard and answer the charges brought against such member. Termination or suspension of membership shall be determined by a 2/3 vote of the Board of Directors. The rights of a member of the Association to vote, if applicable, shall cease upon termination of membership.

7.                An Associate member may not upgrade membership to a voting member during the year. However, an exception may be made for new car owners.

 

Officers and their Duties

1.                  The members will elect a five (5) member Board of Directors. Officers may be elected to the Board, but may not compose the entire Board.

2.                  The members may appoint a business manager to schedule the racing events, negotiate purses and tow money with each track promoter. His/Her decisions are subject to membership approval The business manager may be an Officer.

3.                   PMSA will appoint, on an annual basis, an official(s) to flag and/or enforce PMSA rules at all PMSA events.

4.                  Elected Officers must hold a membership for the year in which they are to preside.

5.        All disputes involving racing action will be decided by PMSA officials.

6.                  At any regular or special meeting called expressly for that purpose, any Officer, the entire Board of Directors, or any member thereof may be removed with or without cause by the vote of 2/3 majority of the active voting members of the Association present either in person or by written proxy. The Board of Directors shall have the power to declare a vacancy in any directorship or office by reason of excessive absence or lack of participation upon motion of a member.

Duties of the Board of Directors

President:

·        To do everything he/she can to help the Association

·        To collect fines before the payoff window opens

·        To levy fines

·        To appoint two (2) alternates to the Board of Directors

·        To sign checks

·        President subject to control of the Board of Directors

Vice President

·        To ensure positive Association publicity

·       To keep accurate race results

·        To Collect match race money

·        To serve as President when he/she is not present

Secretary

·        To keep minutes of all meetings

·        To keep record of point fund, and to post weekly point standings

·        To keep books and reports in accordance with proper state and federal requirements

·        May sign check

  Treasurer                                                                               

·       To keep a record of all monies

·        To sell memberships and keep record of it

Director of Competition - elected by Association members

·        As directed by the Board

·        To be responsible for sign in, draw, lineup, flagging and judging

·        To make payoffs and assess fines

·        Other duties connected with getting races completed

·        Director of Competition decisions are final, pending a written protest

 

General Rules

1.                  PMSA Officers may negotiate with the track promoter in case of a car shortage or other such circumstances.

2.                  Out-of-state cars may, but are not required to, join PMSA. No points will be awarded to non-members.

 3.       All registered cars and crew entering the pit area must:

a.       Cars should be clean and crew should be in appropriate attire, and

b.      Purchase pit passes and sign a release.

4.                  No member or participant shall subject any official to abuse or improper language at any time. Violations may be punishable by fines or loss of points. Car owner and driver are responsible for the conduct of their pit crew.

5.            Drinking alcoholic beverages, using intoxicants or boisterous conduct will not be allowed in the pit area or any speedway grounds before or during the entire event.

6.       Possession of illegal drugs or substances will not be tolerated.

      a.   Illegal drugs are those substances defined and prohibited by state and/or federal laws.

        b. Possession or use of illegal drugs or drug substances, as defined above, is prohibited in any form by any participant at the speedway, whether on the speedway grounds, or in any area considered to be used in the operation of the speedway, such as parking lots or leased prope

      c.   A participant is any person taking part in any event at the speedway in any form, including, but not limited to, drivers, car owner, mechanics, crew members, sponsors, track officials or pit area observers.

7.                  Any participant on the day of the race, who shows evidence of exhaustion, inebriation, or any other incapacity making him/her a potential danger to others on the track shall be excluded from competition at the discretion of the Officers and subject to penalty

8.         If a driver changes cars during the program, they will start at the rear.

9.         Rain-out is lost unless a specific time is listed on the schedule.

10.              All car owners are responsible to let the secretary/treasurer know who is driving each night if there is a change in drivers. This is to be done before the heat races start.

11.             In addition to the above rules, racers and pit crew will be required to follow each track's rules of conduct. ALL PARTICIPANTS ARE CONSIDERED TO BE RESPONSABLE FOR THEIR PERSONAL CONDUCT.

                                                             Eligibility 

1.        Pacific Mini-Sprint Association driver's must be a minimum of 16 years of age. Any driver under  21 years of age must be approved by the Race Director and or Insurance Company.

                                       General Oversight Rule

         Any circumstances not covered by a specific rule or due to lack of a rule, can be acted on the Officers. Their  decision will be final. Simplicity and common sense shall prevail.

Penalties and Fines

1.                  Penalties to be assessed upon the Board's or Director of Competition's decision of filed protest or at the request of the flagman.

a.      Disobeying flagman - discipline at the track promoter's discretion

 

b.      Rule infringement - discipline at the Association's discretion

2.        Fines to be levied at the discretion of the Officers.

3.                  Anyone caught cheating or running illegal shall lose all points, trophies and purse monies and shall not be allowed to race until fine has been paid.

Points and Points Fund

Points are to be allotted to the registered car. To be given points, a car must take the green flag on their own in the main event. Points will be given as per schedule for the designated races only.

                                      Purse and Payout Schedule

Purse and payout will be paid according to contract with the track promoter. Schedules will be available upon request.

RUNNING & DRIVING TRACK RULES

1.       The Race Director will be the sole authority in the pits with regards to the running of the races.  The Race Director and the Starter/Flagger will be in charge of on-track competition.  The Race Director will handle all protests.

2.       The Starter/Flagger will be in charge of competition on the race track but will also be in voice contact with the Race Director and other officials.

3.       Officials will establish the race event procedures; starting positions, length, frequency and administration of all events and programs.  When their decision is rendered, that decision will be final and binding.

4.      Any complaints, disputes, questions or problems must be directed, by the driver or registered car owner, to the Pit Stewards immediately following the event.

5.       When asked to remove a part or tear down for tech inspection and you refuse, you are subject to a fine, disqualification and/or suspension.

6.      Protests, as to an official decision, must be submitted in writing by the driver or  registered car owner to the Race Director within 15 minutes of the official decision being levied.  Only a driver or registered car owner in the same class may submit a protest.

7.       Protests, complaints, disputes or problems ARE NOT TO BE MADE TO THE TIMERS, RECORDERS, SCORERS OR ANNOUNCERS.

8.      Any driver stopping on the front stretch to argue with an official, in regards to an officials decision, will be automatically disqualified from the event.

9.      Any driver or crew member who is injured or involved in an accident must submit to a check by the medical attendants.  Any driver involved in a serious accident will not enter or re-enter a race until approval to do so is given by officials and medical attendants.  Medical transportation from the race track to the hospital, is the competitors responsibility.

10.     Driver’s meeting is mandatory.  Driver must attend.

11.     Permission must be obtained from the starter or Race Director before any  practice or safety laps are taken, other than the designated practice time.

12.    Any unauthorized persons entering onto the racing surface during race conditions will result in a disqualification, fine or suspension to the person and affiliated driver.

13.    Any competitor or crewmember, who has a pit band, partakes of any alcoholic beverage, stimulating, depressing, or tranquilizing drugs or is otherwise under the influence will result in disqualification and a minimum fine of $500.00 along with a suspension.

14.     Any competitor or crewmember who participates in a fight in the pits or on the race track or on the premises could result in a minimum of $500.00 fine, suspension, and/or loss of points and positions in the event. STAY IN YOUR OWN PITS!  ANY DRIVER OR CREWMEMBER THAT GOES INTO SOMEONE ELSE’S PITS, YELLING OR WITH ANY KIND OF AGGRESSIVE BEHAVIOR WILL NOT BE TOLERATED!!  YOUR CAR WILL BE LOADED AND YOU WILL NEED TO LEAVE THE RACE TRACK PREMISES.

15.    Any competing car, whose speed has been reduced to the point where it could cause a safety problem, may be removed from the racing surface at the option of the officials.

16.    Any car continuously unable to start under its own power may be liable for a penalty or disqualification from the event or from the complete program.

17.    Any driver or crew that does not take their car to the line-up grid, when requested to by the officials, may be required to start at the back of the line-up for that event.

18. If a car is dead on the track when racing is in progress the driver must stay in the car with seat belts fastened and helmet on until the race is stopped, except in case of a fire.  Failure to comply may result in a penalty, disqualification and/or suspension.

19.     Drivers are not allowed radios or headsets in their cars or pits.  Voice contact is not allowed between a driver and a crew member or spotter.

 

20.      No racecars will be allowed on the track until the track has been opened for official practice or racing.

21.      No speeding in the pits.  You must use caution while driving in the pit area or you could be subject to a fine or suspension.  No donuts, burnouts, etc. Allowed.  We need to keep the pits safe for drivers and all others.

22.   YELLOW FLAG:  When a yellow flag or yellow lights comes on, you will slow and maintain your position, you may not pass, failure to do so will result in being put to the back of the field.  The yellow laps, will not count, no racing back to yellow.

23.  RED FLAG:  Cars must come to a complete, safe stop.  Drivers are not allowed to move their car off the track on a red flag.  Drivers may exit the track, only by permission of an official or when the track goes to a yellow condition.  Failure to abide by this rule will result in a two lap penalty.

24  BLACK FLAG:  Drivers receiving a black flag will be disqualified from the race. Some of the most common things you can receive a black flag for are: passing in the no passing zone, going off the course, running over any cone, and not following the configuration for the night. 

25.      On any start or re-start you will always receive the green flag.  If the official does not like the start he will throw the yellow and re-start the race.  Drivers on the front row of any race get two chances on the original start.  If two starts are waved off, the front row will go to the back of the pack.

26.   If a driver does jump the start he will be put to the back of the pack.

27.      On any start of a race, if a car drops out the line will move up.

28. Drivers are to notify pit stewards or the Race Director immediately of any changes in the starting grid.  Example: unable to participate or want to start in the back.

 

    Rule Book Disclaimer

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules.

NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL BE DEEMED FROM PUBLICATION OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official

The race director shall be employed to permit minor deviation form any of the specifications herein or impose any further restrictions that in his/her opinion do not alter the minimum acceptable requirements. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATION. Any interpreting or deviation of these rules is left to the discretion of the officials. Their decision is final.

 

PACIFIC MINI SPRINT ASSOCIATION 600cc Stock Motor Class

 

 I.        Only reciprocating multi piston engines are allowed. Four (4) stroke motors only.

a.       No turbo charging, super charging or fuel injection allowed.

b.      No magneto ignition allowed.

c.       Carburetors only.

2.                  Any stock multi cylinder four (4) stroke motorcycle motor. 600cc. Motors from

US or Canadian motorcycles produced for street use.

a.       No internal modification of engine or transmission.

b.      No grinding, filing or altering of ports.

c.       Original manufacturer replacement parts only.

d.      No cylinder boring allowed. Only original manufacture pistons and rings. No after-market pistons or rings allowed.

e.       Oil pick up relocation and/or external oil lines may be added for extended motor life.

f.  Charging systems optional.

g.   Stock Class: refer to rule 3a

3.         Motors not to be newer than 1998 manufacture.

a.      Later model motors may be approved by a 2/3 yes vote of the Board of Directors and Association members.

4.                After market ignition, exhaust system and carburetors are allowed. Type of air

cleaner optional.

a.       After market clutch springs allowed.

b.      After market clutch disks allowed.

c.      On-board starting systems are required.

5.                  No nitrated fuels allowed. No methanol allowed. No nitrous oxide systems allowed.

a. Gasoline fuels only. (i.e. pump gas, aviation fuel, trick, NASCAR fuel)

6.                  Race and tech officials will randomly select and inspect engine specs and car weights at their discretion. This includes liquid cc check, intake and exhaust port inspection, cam lift check, and compression check. If necessary, tear down will consist of inspecting cylinder head, head components and cylinder bore and stroke.

 

 

General Car Rules 600cc Stock Class

1.       All cars shall have operable on-board battery, starter and clutch.

2.                  All cars shall be a minimum weight of 800lbs., (car and driver) during and after the race.

3.                Roll Cage - all cars racing will have a minimum material and wall thickness as

follows:

a.       1 1/4,." OD 4130-N Tubing, .065 wall thickness

b.     1 118" OD 4130-N Tubing, .083 wall thickness

c.       1 1/4." OD DOM 1020 Tubing, .095 wall thickness

4.                DRIVER SAFETY BAR, or sissy bar, REQUIRED on right side of ALL cars, optional on left side. Dimensions/placement of this bar are as follows: minimum 1" bar mounted between elbow and top of shoulder, minimum. 065 4130 tubing. NO REMOVEABLE BARS.

5.               Radiators and oil coolers must be located in a shrouded area outside the driver's compartment, not on the roll cage.

6.             Driver's minimum head clearance shall be no less than 3", measured from the top of the roll cage to the top of the helmet.

7.            Bumpers and nerf bars required. No sharp edges allowed. Nerf bars cannot extend wider than the rear tires.

8.                  Wheel base - minimum 58' to a maximum of 68", measured center of axle to center of axle.

Track width - maximum 48" measured tire center to tire center

 9.    Tires:

a.       74" maximum circumference

b.      Any compound, any manufacturer allowed.

10.              Fuel tanks must be well secured to the frame behind the driver and under the body tail piece of the car. Tail tanks are acceptable, except where track rules supersede. Twelve gallon maximum capacity on all tanks.

11.              Wings are allowed, but shall not restrict the driver's line of sight to the front or side and may not extend past outside edge of rear tires. Maximum of 16 square feet for center section, and a maximum total of 18 square feet for side boards. No plywood or Plexiglas allowed. Nose wings are optional; maximum three (3) square feet center section.

 

12.       Steering wheel hub must be the quick release type.

13.       Complete firewall between motor and driver. Minimum thickness is .050.

14.             Hydraulic brakes capable of sliding both rear wheels at racing speeds are required.

15.       Final chain drive is mandatory. Chain must be properly guarded.

16.              Cars shall have sprint car style hood and tail and have the appearance of an open wheeled dirt sprint car. Motor may be mounted offset, but must be within nerf bars.

17.              Ignition kill switch and fuel shut off valve must be mounted within easy reach of the driver. Additional fuel shut off located under side of car near fuel tank for emergency shut off in case of car overturn is mandatory.

.18. Shift and clutch lever to be mounted in safe location within easy reach of driver and out of the way of chain drive or other dangers to be inspected by safety committee.

 

19.          All batteries must be securely attached. Batteries must be isolated from fuel compartments, and must be covered with suitable material to contain acid in the event of spillage.

Safety

1.                  Drivers suits: Two layer Nomex or fire retardant material driving suit, or one layer driving suit PLUS underwear both made of Nome x or fire retardant materials mandatory. Nomex or fire retardant driving shoes are recommended.

2.                  Full face helmets are REQUIRED for all drivers and must be Snell 95 approved or better.

            3.          Arm restraints are MANDATORY.

            4.          Neck collars are MANDATORY.

            5.          Head nets are MANDATORY on the right side of cage.

            6.          Nomex racing gloves are MANDATORY.

            7.          Roll bar padding is MANDATORY on BOTH sides of roll cage.

 

8.                 All cars must have an approved 5-point racing harness installed as per manufacturer's recommendations. 3" lap and shoulder minimum.

9.         All belts must be dated no more than 3 years of present race date.

10.       Fire extinguisher required for each car in the pit area must be a bc, or abc!

11.              Safety director reserves the right to disqualify any car judged to be unsafe until corrections and completed and re-inspected.

 

 

The Pacific Mini-Sprints Association reserves the right to add, delete or alter these rules for the safety of its members.
